Tim Gibson
Chief Executive
A qualified engineer with over 30 years of experience in the construction and infrastructure maintenance industries, Tim is based in Auckland and manages 600+ staff.
Tim joined Citycare in 2007 as General Manager - Northern Region and has also held the roles of Executive General Manager National Maintenance and Executive General Manager Citycare Water.
His strong leadership skills, strategic planning expertise and flair for operational and commercial management have led to consistent success in the delivery of three waters maintenance. Tim’s team now owns over 60% of the Local Authority's nationwide contract base for wastewater, stormwater and drinking water assets.
His leadership philosophy as Chief Executive of Citycare Water is developing diverse talent, fostering collaboration in service delivery and advocating for sustainable three waters solutions.
Tim is actively involved in shaping current water reforms as a Board Member of Water New Zealand and as a member of the Department of Internal Affairs Technical Steering Group on Water. He believes strong leadership and industry knowledge will ensure informed decision-making and workable outcomes which deliver the intent of the structural changes for our communities.
Tim holds a Master of Business Administration and is a member of the Institute of Directors. He is also Chair of the Stakeholder Group for Water for Infrastructure ITO Connexis and Chair of Apex Water Limited, a Citycare subsidiary focused on the design and build of bespoke water and wastewater treatment plants.
Gareth Husband
Head of Operations
Gareth comes to Citycare Water with 25+ years of industry experience from both here in Aotearoa New Zealand and Australia. He has held senior management roles in large infrastructure projects including water-oriented projects such as treatment plant upgrades, large pipelines, irrigation schemes and local authority works.
Gareth is based in Christchurch and is an experienced senior manager in the engineering and infrastructure sector. He is highly skilled at overseeing geographically dispersed operations and teams, effective in providing governance and accountability and helps provide inspiration to create value through innovation.
Gareth leads the performance, productivity and profitability of Citycare Water operations and contracts nationally. He is responsible for providing solutions that deliver business excellence whilst maintaining a culture that aligns to Citycare Water’s purpose, values and strategic goals.
Gareth has an NZCE qualification and a BEng (Hons) in civil engineering from the University of Canterbury and leads a team of regional managers and delivery leaders across the motu.
Heidi Walkley
Head of Commercial and Risk
Heidi joined Citycare Water in late 2018 and is responsible for the legal, environmental and risk portfolios. Based in Auckland, Heidi has a strong commercial background, having led large-scale contract management activities in previous roles.
Heidi qualified with a Bachelor of Law and Bachelor of Arts and was a practising Solicitor early in her career. With a foundation in law, Heidi moved into Local Government management positions, leading teams for 15+ years.
Heidi has a passion for sustainable initiatives, supporting clients to deliver better community outcomes while ensuring that risk is minimised. She strives to enhance risk management practices and sees this as a key business enabler. As a problem solver with an eye for detail, Heidi is excited about the future of Citycare Water and is a proud member of the Executive Team.
Ivan Iafeta
Head of Strategic Relationships
An influential and widely respected leader with more than 25 years of experience in senior executive and management roles. Ivan has led large teams at ChristchurchNZ, Regenerate Christchurch, Canterbury Earthquake Recovery Authority (CERA), and the Ministry of Social Development.
Ivan joined Citycare Water in 2021 as Corporate Affairs Manager to support the development and implementation of an effective strategy to position the business for success throughout the design, transition and implementation of the central government’s national Three Waters Reform Programme.
Ivan’s extensive networks augment Citycare Water’s strategic relationships and key stakeholder engagement with central government, local and regional authorities, iwi/Māori, and three waters sector representatives to further build the Citycare Water brand to be recognised as the provider and partner of choice for three waters maintenance services.
Ian Gill
Head of Health & Safety
Ian is a Health and Safety Manager with more than 18 years of experience in safety management. With a career spanning offshore oil and gas, quarrying and civil construction and 14 years in the water industry, Ian possesses a sound practical appreciation of the value of robust H&S processes in rigorous and varied workplace environments.
He holds a Diploma in Health and Safety Management, Train the Trainer and is an ICAM Lead Investigator.
Ian is a problem solver with a strong connection with workers through an in-depth understanding of their daily tasks and a great appreciation Health and Safety at Work Act and the associated Regulations.
Michelle Vincent
Head of People & Capability
Michelle's passion for people has driven her to spend the past 15 years specialising in all aspects of Human Resources. She has notable experience in strategic human resource planning, performance management, recruitment, organisational development and employment law.
Michelle's career has been focused on driving workplace culture through positive and proactive engagement with employees at all levels of the business. Her inclusive and open leadership style creates strong relationships, resulting in engaged and empowered employees.
She leads a team of accomplished HR professionals who are dedicated to building a highly skilled, diverse, and inclusive workforce and positioning Citycare Water as an employer of choice.
Kevin Leith
Head of Strategy & Growth
Kevin is a senior executive with 15 years of general management experience leading diverse teams (up to 300 FTE) and portfolios in multiple business sectors, including banking, insurance, transport and local government.
He joined Citycare Water in 2021 as Head of Strategy & Growth and has a background in marketing, strategy, digital and technology. Kevin has strong innovation experience with a track record of delivering new product and service experiences. He is focused on building a brand which is focused on customer-centricity.
Kevin has extensive leadership, governance & regulatory experience across different business sectors.
He has an MCom and BCom (Hons) in Commerce from the University of Otago.
